| ok if you copy a picture on the internet or elsewhere, you can go to GIMP, and at the top options, file, acquire, paste as new. this will open up your picture as a new file.
To draw, you can use a variety of tools over on the GIMP main window, like the paintbrush. the tool setting which usually should appear either in another window, or on the main GIMP window, will have options that go with that tool. you can set opacity, you can change the brush style and mode, and you can create new brushes if you want to.
im sure the GIMP website has some tutorials and if not, there are many other sites out there that would.

| select a brush you wan to use, and under the tool options you should see an option entitled, "Mode:" Set that to color, near the bottom of the list. now set you brush color to black, and use on the picture!
you can pick a different color like, blue lets say, and make everything tinted blue. play around wih it a while, you'll learn alot more
